WHAT IS now Lanterman Developmental Center in Pomona almost had what today would be considered a very insensitive name. People back then weren't thrilled with it either. State officials suggested the mental institution be called the Pomona Home for the Feeble Minded.

"Neither for the city nor the inmates would this be satisfactory," a 1926 Pomona Progress story put it. Thankfully, local officials were able to substitute the name Pomona State Home. SPEAKING OF names, a shorter one was briefly considered for Arrow Highway, the Upland News reported in 1932: Arroway.

The highway was slated to form a "direct line" to Los Angeles and work was then under way in Upland to pave and widen West Tenth Street. "The person suggesting the change in the highway name refused to let his name be known," the story concludes. SECOND THOUGHT: Maybe Arroway was really Pig Latin for "Warrow.

" "BLAZE AT NOON," a movie about barnstorming pilots of the 1920s was shot in late 1946 at the Pomona airport, substituting for the Newark, N.J., airport, according to the Progress-Bulletin.

The movie starred Sonny Tufts, William Holden, Sterling Hayden, William Bendix and Ann Baxter, all of whom came to Pomona for the filming, the lucky ducks. THIS ONE adds a new wrinkle to Upland's "City of Gracious Living" motto, usually credited to either Eugene Mueller or Eugene Nisbet. 14, 1947, story in the Upland News announced that the Upland Chamber of Commerce that day adopted a slogan for itself: "Upland - California at its Best.

" According to the story, chamber President Ellery Wright "credited Eugene L. Mueller with suggestion of the slogan." INTRIGUINGLY, UPLAND officials that selfsame day in 1947 were leaning toward a ban of all business on Foothill Boulevard.

Why? A business district would cause a "traffic hazard" and would become a "`blighted area' in case of a recession." Way to get ahead of the curve, Upland!
