" Councilmember Mike Dages feels another threat is the mayor's plan doesn't call for an open bidding process. "Right now everything is being put together for Donald Trump and only Donald Trump, there's other people that are interested, this need to be on a fair level playing field," says Dages. The attorney representing some of the unsecured creditors agrees and questions the legality of what the city is proposing.
