Acid test if freedom of information laws diverge

The decision last week by Westminster Members of Parliament to amend the freedom of information laws could see blue water appearing between Scotland and the rest of the UK so far as rights to information are concerned.
Since the vote I have been asked to clarify whether, and to what extent, this has an impact upon Scotland, which has its own separate and distinct freedom of information law.
First, and contrary to the impression which may have been formed, the changes are not confined to MPs' correspondence which contains confidential details about their constituents.

The Freedom of Information (Amendment) Bill makes no reference to such personal matters. Instead, it simply ensures that all information in correspondence between an MP and a public authority is exempt from disclosure, no matter what it contains. As to whether this has any bearing upon Scotland then a couple of simple scenarios make it clear that the effect is not uniform north and south of the border.

What a pity - and a condemnation of the Scottish media - that this type of detailed piece, explaining the clear and direct impact of the new Bill on SCOTLAND, has only now appeared in a main Scottish newspaper.
Where were these papers over the past few months when the Bill was going through the Commons? Other than a few factual reports of the Bill's progress, virtually nothing!

Perhaps they, like many in the Scottish political establishment, thought - totally wrongly - that this Westminster Bill would have no effect on Scotland.
Even though the Bill is now in the Lords, readers here can still join the campaign to kill the Bill.
(1) Write to your MP - including those who said they were opposed to it (including the whole SNP HC Group, inc our new First Minister) but didnt vote last Friday at all.
