A chain-reaction crash involving four vehicles yesterday on Interstate 65 in Louisville killed a child and hospitalized four others, police said. The wreck occurred shortly after 2 p.m.

on northbound I-65 at Grade Lane, south of Interstate 264, said Vince Luney, supervisor for MetroSafe Emergency Communications. A girl in a van involved in the crash died at the scene. Four others in the van were taken to local hospitals with what appeared to be non-life-threatening injuries, said Dwight Mitchell of Louisville Metro Police.

The crash was several miles from Churchill Downs, site of the Kentucky Derby. Luney said there was little to no impact to Derby traffic, saying most attendees were already at Churchill Downs. Emergency workers had cleared the accident by 5:30 p.

Attorney General Greg Stumbo on Friday named McCracken County Attorney Dan Boaz as a special prosecutor to investigate a claim of excessive force by police while arresting a man. Andy Dawson, 28, has claimed that during an April 3 incident with Cadiz police, he was held in a headlock, punched in the face and struck with a police baton.

An investigation by Cadiz Police Chief Hollis Alexander cleared three officers of any wrongdoing. The investigation said Dawson went to the police station to protest the arrest of a relative and was arrested after he became extremely disruptive. He was charged with resisting arrest, disorderly conduct and obstruction of government operations, all misdemeanors.

Boaz, the special prosecutor, said he would ask the Kentucky State Police for assistance. "It is not that I don't have confidence in the Cadiz investigation," Boaz said, "but it is always better for the community in a case like this if some agency from the outside takes a look at it."

The fine has not been paid and the company has until May 20 to contest the violation, he said.

Meanwhile, state inspectors are investigating an anonymous complaint about dust and an alleged blackwater spill at the site, Wolfe said. The water may be a substandard discharge that does not rise to the level of a blackwater spill, he said.
