Batman on Film posted a piece confirming that Eric Roberts will indeed have a role in the upcoming Batman Begins 2 aka Dark Knight. Quote:

"I’m a Mafioso in THE DARK KNIGHT and I haven’t seen the script; all I’ve seen is the pages they sent me to audition. It’s all very hush hush.
We’re going to be shooting in Chicago and London. I love what an actor. I have interactions with both and and I am a bad guy.
