Utility bills are going up for hundreds of local homeowners. Hallsdale-Powell Utility District is bumping up its rates by 24%. Customers were notified of the increase in March, and bills sent in April reflected the change.

This is the largest increase in the district's history, but HPUD officials say it's absolutely necessary. They say the extra revenue will be used to cover rising costs, including state-mandated upgrades. "We're having to replace infrastructure and upgrade our plant infrastructure," said HPUD's James Smith.

"We have to replace lines and repair lines, and all that takes money.
